I have opened a lot of chests. As a result, not only do I have every potion known to man (31 Mystery Tonics the last time I looked), but I also have at least 5 of every booster. So, tell me about these things:
Do they stack, with each other or food? When is the best time to use them, low level, high level, doesn't matter?

Yes boosters stack seperatly of any other boons, guild buffs, or food.
As for best time to use them, well some have certain uses others more generic. Booster for crafting xp, use when crafting lol. The damage, armor, hp regen (combat ones) I would save for a big event or WvW (yes you can use them in WvW, but not sPvP) There are also magic find ones which hey that's always useful in dungeons, general pve or WvW.
THe only one that has a short life is the kill streak one. That one last 30 secs and will give you another 30 secs after a kill. It gives a big boost to xp so i would recomend that one for when you can take on a lot of small mobs in closed area that have a high respawn rate for a quick boost of xp.
best time i have found to use these as an engi is underwater. the mobs tend to spawn faster there and i can kill they rather fast so i rarely had down time between groups of mobs. a good area is mount maelstrom in the water. mobs are dense there and can knock out a couple of kills fast.
Personal best streak was 1/2 hour of 100% boost time. then i broke it bc i had to bio. >.<
