The info i see on this rune is:

(1) : +15 Power
(2) : +10% Burn Duration
(3) : + 35 Power
(4) : Gain Haste for 5 secs...etc...

I feel your pain, but the biggest problem i face are the races, i love the engineer but this game is lacking a dwarf type race, it suits the engineer and the charr areas, that would be the perfect...

but it doesn't make much sense, that i can't send cash but i can sell some stuff so the other character can get the cash,
kind of defeats the object really.

I can't send items or cash to my other characters via mail,

but if i sell some stuff from inventory through trading post i can pick up the cash with my other character,

it's the same if i buy...

Agreed, you need a quad core and more that 2GB memory,
you didn't post your operating system but anything over XP will need more that 2GB

But i can get in with my other characters but i can't create a new name for a new character.
Most weird.

When i get to name a new character i get error 42 can't connect to login server and must be my firewall etc,
but i can login with my other characters, anyone else with this problem.

I've never had lag, ever, got everything on max.

Get them to re-roll with you that way you can all group up and you'll lvl in no time and have fun.
