I'm not exactly sure if this is the avenue I should be using but as I've began to search for everything GW2 ,as a means to curb my addiction, I've come across a number of build editors. Anyway my point is if there is an official tool for this purpose and if not there should be so that we can post our builds on this forum. Please ignore if this isn't prolific, I hate getting trolled...
There's no official tool like that (If by official you mean from Arenanet). Sites like those have been discussed here a while ago if I remember right, but not very thoroughly and they were a lot more unfinished back then, I imagine.
IMO if you want to, feel free to make a thread to discuss builds that people make using the tools. I get a bit OCD with things like those, personally (; Oh, and don't worry about getting trolled, I'm yet to see anyone troll here ^^
Yes, there are a number of fan made build editors for the game, but as ComplexNuber already indicated, last time I checked none of them were up-to-date with all the latest info.
ArenaNet themselves has never released anything of the kind, and I doubt that they have plans to make something like that. I'm sure there will be someone in the fan community who will take it upon himself to create an up-to-date tool for this, once more information on the available skills per profession becomes available. And once the game is out, therewill probably be sites like gwpvx.com where people can post and discuss their builds.
Right now, the guildwars2 wiki (wiki.guildwars2.com) is the most extensive source of build information for GW2. But if you feel like creating a thread on this forum to post and discuss builds, then feel free to do so (in the GW2 Gameplay section).
