I read somewhere dropps depend on your level...so you could kill a level 15 mob and get 80 rare, if your level 80? Is this true??
As for farming lower level mobs, the only reason for that would be to acquire lower level crafting materials.

I wouldn't farm anything until you're 80 and bored of whatever you do. Or you have the feeling you need more oomph behind your spells. Farming is probably the least fun thing for me.![]()
I have a question, because I spend a lot of money, time and items in crafting (I am 40) and some people in my guild (80s) are saying is betther tu buy and sell then craft and use.
Anyway, crafting... is frustating. So, in level 80, what are the privileges of high level crafting? Can you boy high level armor and weapons or the best items are crafted?
Sell everything or keep everything?
Do not craft unless you enjoy it. There are plenty of crafters out there that will make exactly what you want for a small fee or probably free from your guild crafters if you supply the mats. At present there are so many crafters that the TP prices are often less than the cost of the mats.

I have several level 20ish characters exploring starter zones and though most of the drops are low level crap but once in a while I do get level appropriate gear though not always for my current character. I would also remind people to check the damage numbers on their dropped equipment because sometimes the game will drop usable gear but will label it at a lower level so if you just look at the level number you may sell or destroy usable equipment that is labeled a little different. No sure if this was done on purpose or not but it has happened to me five to six times now. Otherwise to finioh the first thought, starter zones seem good for good basic materials needed for crafting and you can get level appropriate stuff sometimes so I would recommend going back to starter zones a little to help with crafting as buying material is expensive.
You have white, then blue, then green, then yellow and then orange gear is rarety of gear. (There is of course Legendary and now ascended)
The rarer the gear the higher its stats, lower lvl rarer gear will often have better stats of less rare gear 2-5 lvls higher. Gear drops will either be the lvl of the zone you are in or around your lvl. In the starter zones I think blues and greens are few and far between, but I've still gotten them (don't think I've gotten a yellow in a starter zone as a drop) In higher lvl zones I get blues and greens often and yellows 2-3 times a night, (got 5 last night within 10 mins which I thought was weird but made me happy) A lot depends on your magic find, if you increase it you will have a better chance of getting good stuff.
