I have noticed this but one two handed weapon only has 1 upgrade slot.
How ever when you use two one handed weapons that is 2 upgrade slots which is unfair.

I've thought about this as well when I equip a staff. Being able to choose two sigils really can have a big impact on performance.
EDIT: Nope, they both apply, though not, I think, at the same time? IE, I use a Sigil of Hydromancy and a Sigil of Battle on my ele's daggers, and I don't think I've noticed her both freezing foes around her AND gaining might stacks on the same swap. They do both trigger on different swaps, though.

Okay thank you ruse for the confirmation. Because I use a minion master necro and I want to use a healing and dps upgrade on my staff to help my pets and kept looking at it and I realized I couldnt
I don't think it's a big deal, sigils don't stack. It's not like someone dual wielding can get +10% damage compared to someone with a 2hander who only gets 5%. It's literally the exact same debate as WoW weapon enchants. Most of the people that complain over there are just whining.
It really only sucks for Ele's and Engi's since they're locked into one weapon set and a lot of sigils have "on weapon swap" effects that are really good. Everyone else is just being silly.

They could fix it by applying "on swap" bonuses to ele's attunement switches or Engi's weapon kit swaps. Although that would make them imba, because they can basically use that all the time
But an internal CD on the bonus that's as long as the weapon swap for other classes could fix that.
Not sure how it works for engis but this is exactly how it works for eles. There is already a 10s internal cooldown for the on-swap effects.
Also not sure what you mean, Fey.I would love, for instance, on my staff to be able to keep my Sigil of Energy + have something else happen. Water, maybe, since that weapon has higher +heal. I don't see how that's NOT heavily skewed in favor of dual wielding.
