Then they both get healed for 5000 hps...
    Toughness guy is 100% hps...
    Vit guy is 75% hps...

I know I know, this post was 2 weeks ago, I just saw it...

The percentages are relevant, because one person spent their points/armor stat allocation on vit (increasing hps) and the other spent it on toughness (increasing armor) after the hypothetical fight the Vit guy is at 75% hps (75% of what he spent his time upping). While the toughness guy is at 100%hps and 100%armor (what he spent upping) and if they were now to fight each other the toughness guy has the advantage.

Fighting one mob at a time this doesnt come into play, fighting multiple mobs/players without a non-combat regen period the toughness guy has an advantage that only increases the longer they go without a non-combat regen period. The toughness guy can always heal his spent hps, but the vit guy can not add to his toughness.
