There is a heart quest, which one of the objectives is to pour water on drunk people. The water splashing doesn't work on any of them..... There were a few that woke up for a split second while interacting with them, only to pass out right after. So instead of getting mad about yet another bug, I had some fun with it .

That quest isn't bugged as i did it last night. There are two types of people on the floor one for were you use water on them and another were you have to go around and find elixirs and throw it at them.
