This just came around randomly?, damn i love this game haha, seems as of halloween they have really been putting in some small but awesome features. That makes this game imo

To get it back to water you need a Asura Engineer with catapult or HUGE slingshot.
Or bombs.. Lot of Bombs..

It's part of the new event that is going to be starting in a couple of weeks. It's called the lost shores, I think some big monster scared the whales into beaching themselves and when the event starts a big island is going to rise in the sea of sorrows that will have a bunch of stuff to do and a new dungeon.

I searched for the whale all day yesterday and not a sign of it, I think a bunch of Cuban refugees found the whale and ate it.
