I think the main reason why ArenaNet are so strict about this, is pvp... and their eSports ambitions in particular.
If they want GW2 to be taken serious as an eSport, then they need to keep a strict hand on any UI enhancements that can give pvp-ers even the slightest edge in a match. And because tools like TexMod can be used for a wide variety of UI enhancements, and there is no way for ArenaNet to look on your PC screen and see exactly what kind of enhancement you're using it for (they may be able to determine that you have texmod attached to GW2, but not what your PC screen looks like), the only way to play it safe, is to not allow any third party UI enhancements at all.
So as I said earlier... I think the only way to get anything at all, is if ArenaNet decides to build something into the game itself to allow you to tweak certain parts of the UI.
That's... a pretty good point. =) But then why allow it in GW1? O.o

esports is electronic sports. People get really into watching top level PvP matches, with commentators and the whole thing. When Guild Wars 1 was developed, there really wasn't any esports. Nothing like today anyway, though Guild Wars 1 did have an observer mode built into it and allowed you to watch the guild vs. guild matches.
Esports today is pretty big business and it doesn't surprise me that Anet is taking it seriously. I could bring in a boatload of buyers if it gets really big, which a game that's not charging a monthly fee could probably use.
Hmm... Never thought of that. Personally, I'd go crazy bored just watching PvP matches. I tried it once in GW1. Lasted about 30 seconds before I got bored and left... But that's just me
But yeah, I can see why ANet's getting strict. And thanks for explaining that =)
