here's the issue.... you are looking to spend $500 or less to build a "gaming" PC, but GW2 is CPU intensive. It be ok to grab a $400 CPU and play the sims, or some really old titles. However this is more demanding.

You should take your PC building in steps, so you don't waste your money. First, you should find someone who can make you a computer from buying separate parts. You should probably try to get an i5-3750k and use the Intel Graphics 4000 to get yourself started and play everything on low. When the opportunity presents itself add a discrete gfx card. (something $130 or more) perhaps a year from now.

CPU + mobo + 8GB Ram can be had for $300
    PSU, Case, Optical Drive $100
Hard drive + OS (windows 8 is on promotion right now) $100

That's $500 for a system that has no graphics card, but great specs apart from that. Will last a lot longer than a weak CPU + a weak graphics card.

Your not going to play this game and it be playable in that price range unless you build it yourself or have a friend build it. This is the least I could come up with and the game will be very playable. http://pcpartpicker.com/p/nofd

I threw together a minimum budget build that I see as fully WvW playable. You would want to follow an overclocking guide to go beyond 4ghz. The motherboard, cpu and cooler are slightly nicer to ensure successful overclocking.

OK my last post on this you will only need to do 3 things. Install the new memory, video card, and install the new driver form AMD. I mean a girl installs this video card.

Then you have a good PC that will run the game for $514 free shipping if you get the $10 rebate.
