If you bought it directly from their website (ie. from the link that Ruse posted and that was mentioned in the reply in your OP), with an authorized creditcard, then I recommend that you follow-up on that support ticket and provide all the payment information that you can to prove that your transaction was genuine and not made with stolen credentials.
Apparently they somehow believe that the credit card you used was stolen... it's possible that the payment was flagged by your credit card company or something like that. Just make sure that both your credit card company and ArenaNet are made aware that your purchase was in fact genuine and ensure that ArenaNet did actually receive the money (ie. that the credit card company didn't reverse the payment).
Then you should be able to get your account back.
There have been some issues with ArenaNet charges to credit/debit cards. Sometimes they will appear as fraudulent, even though you purchased directly from the official website.
You may want to call your bank and double check that ArenaNet/NCsoft has the green light to charge on your card. After you do that you should put in another support ticket explaining everything that happened and include your serial number and possibly the card number you used to buy the game.
Keep in mind we aren't the official forums though, so we can only offer our own advice.
Even though you did buy from an official seller (the actual website itself, like me), but they just don't like you for whatever reason. It's not you, it's them, they have a terrible history with these things.
Just whatever you do, don't buy gems at all like I did in the past (and the last money they'll get from me too), gem purchases support official forum mods' salaries, or from gold sellers, since we know gold sellers are really after your credentials and their stolen accounts become bot accounts. I know you probably don't need to be told that but many who are otherwise new to MMOs do.

Back in the old GW1 days, i bought two accounts (one for me one for my lad) with my creditcard direct from the official Website and they flagged my Card as 'fraudulent' (based on the huge number of accounts i had purchased in such a short time....and i was never ever able to buy anything from the site again.
When GW2 started the only place to kick of the buying process was again the official GW2 Website...and my card was accepted...guess what happened when i tried to buy a second account for my lad!
I can only make micro purchases with the PPal Option now.
It doesn't help the OP with his problem...and i can understand that the payment System has to have some checks in it..but surely they could be a tad more helpfull when something unusual pings up and the buyer has a problem, given that a fraud is unlikely to rage at the system when it doesn't work.

I only buy things online with prepaid cards. Just calculate what you want to buy, put on some extra money for good measure and download songs with any excess money (Remember a $1 Google transaction fee applies). Games or anything else can't take money out of your account if the only card they have access to isn't loaded with enough and can't be recharged, and if you want to resub/whatever just do another. Of course this only applies to gems and purchasing the game as far as GW2 is concerned, but I'm all gemmed out for a pretty long time.
