There are more ways to support than just healing, and combo fields work a great deal. Try switching between earth and water (I use staff when on my ele) and putting 30 earth/30 water/10 arcane, and use vit/toughness/healing power gear if you're going full support. Water staff is great for slowdowns, AoE damage and vulnerability infliction, and healing while earth is great for shielding and DoT damage, and can reflect projectiles.

Not too many replies so I'll jump in...most good ele build have 30 in water, so your healing power is good right there. You can invest a bit more into it by gear but its not really needed. If you want support, make sure you have arcane V so you have boons and give them to allies...so drop heals, combo fields, slows, cripples and attune around allies to give them boons.
I run DD and find my "shock tactic" ele to be immensly more valuable than the build you're describing. Most classes can heal and synergize so you're providing a slight benefit (it has value for sure though). As a shock attacker, you run in, knock down, do damage, more knockdowns, damage, and get out of dodge. Keeps them from fighting your group since they focus on you (and if they dont, mwahahahaha), keeps them down not doing damage, makes them blow utilities on condition removal and then your group runs in and cleans them up. Ive swung MANY a battle by a simple one man flank. Thats supporting my group by making sure they win and not wipe.

As you mentioned your level, I'm assuming you're talking mainly about PvE. Regardless, it depends what the situation is. There are many enemies that you simply can't knockdown, or are immune to your crowd controls. If those crowd controls are the focal points of a specific weapon set (eg D/D), then perhaps use another (eg Staff).
I haven't actually tested a full heal/boon/"support" Ele myself, so I don't know how effective it actually is to spec fully into the "boring" (Vit/Heal Power etc) traits so I don't know too much about it, but I generally use:
Dungeons - Staff
Open World - D/D
PvP - D/D
WvW - Mixture of D/D and Staff
I'll play around with Scepter when I'm bored and it is fun to use but I'm just not as good with it as the others. Prepare to switch weapons constantly.
