Is this dungeon going to be playable the 16th or 17th?

I would guess the 16th after 3PM EST. The update for this will be Late on the 15th Pacific Time.

The update hits 12 PT - 3 PM EST today.

I think since the dungeon is accessible through Lions Arch, not the new LvL 80 area, it will be open today.

I was thinking the dungeon was located in the new zone. How do we know it's located in LA?

The patch update notes state that the Fractals will be available at 12:30 PM PCT today. Adjust your time zone accordingly
