The way gw2 is optimized, you cant see alot of other players unless they are involved in something close to you.
What do you intend to do to the players when you find one? If you just want help, or to help others do things, use map to link the location of an event going on and trust you me, people will come. When Im leveling an alt, this never fails and I always help someone who links a WP to an event or event chain.
What server are you on? What area? Also have you tried typing in /map chat and asking if anyone is around?
