Condition Spammer/Condition Manager build

I wanna start a necromancer, but first I want to know if I can play the class.

My idea is, that in PvE I would spam conditions and in dungeons I would spam conditions on enemies + manage the conditions of my group, removing the bad stuff from my team.
For WvWvW - well I don't go there often.
Does someone know a build for me?

Can one play a necromancer in Orr, alone?
Because the mobs there remove conditions...

Necro's are definitely not my area of expertise and you may want to defer to anyone else that answers but you could probably run something along these lines though you'll probably want to tweak it to your tastes.
