for some reason lately when i visit a repair person I sell items to the value of the repair click to get it done but nothing happens except my money has vanished what am i doing wrong please also can i sell items from my inventory for use to repair if so how?
That sounds odd. You're at the NPC with the broken heart icon over their head, right? You should see an icon (I think it looks like a little sack) that says "repair" with the cost at the top of the window. You shouldn't have to sell anything to pay for it (unless you have zero funds on you and you need the cash).

Well its actually a red broken sheild (hey I got corrected in game for calling it a heart so I thought I'd pass it along)
But yes that sounds odd if you are repairing and nothing is happening but your money is going down. Are you always going to the same one? Try going to Lions Arch and use one of the repair guys there. There is one near the WvW portals and another near the mystic forge. Talk to the guy and just click "repair all" and you should see the orange shield on your HP bubble disappear when your gear is fixed.
If things still don't seem to be gel'n click options - support - file bug report. Report it ingame there is a screen shot botton that will auto take and attach screen shots for you if you think it will help.
