I thought you built a custom computer? What are your PC specs? I wouldn't feel safe with a 300-350W PSU unless it was of top notch quality, like Seasonic. As your PC cost $500 i doubt that is the case.
You probably got a POS power supply the first and another the second time. Answer the above questions first, and I guess expect to buy a better PSU unit. Something 400+ watts.
I did build my PC, I just had a few parts checked by a professional first!

Radeon HD 7700
4 gigs of ram

No, I don't. I was pointing out that even a fairly high-end system doesn't take huge amounts of power these days, so a low-end one doesn't need a hugely powerful PSU. BTW, you might want to try reading the forum guidelines.
Either way, a decent quality 300W PSU would be more than capable of supplying that.

Anyway, it seems you need a new high quality PSU. I am not doubting the wattage your system draws, but rather the quality of the PSU unit. What is the make and model of your current PSU?

I get it, you have a different opinion on how to build computers and how to fix them. That's fine. But please be nice and take other peoples thoughts into consideration too.
