I would love to help you, but the language barrier will make it difficult. If English is not your first language you should seek a computer help forum that is in your first language. Also, by using Guild Wars as your help you are narrowing down the people who can see and help you.

The most likely parts to try after that would be your motherboard, and hard drive.

Yup, you're going to have to try each part at a time. The power surge most likely ruined your power supply but you can test it anyway. From there work your way out to MB + CPU, Hard Drive, etc. Once you determine which parts still work and which are faulty you can order the parts you need.

Hi my friend told me to look at this for him and try to explain. He is a really nice guy and actually reads and speaks english fairly well and it looks like his spelling has inproved besides the broken parts. I can build a PC but have no clue what to get for the best performance for his money. He has $500 and will spend all of it if needed of course less would be nice but with good parts that will last a while without upgrading. The 2 items he linked he has already bought, the power supply was fried and the memory he had would not work in my pc so both were replaced. I found a burnt spot on the mother board, I reformated his hard drive on my pc so it should be ok, IDE CD drive so that has to go, video card will not work in my pc so it's fried also. The processor is a old Athlon 2 upgrade to Intel?
This is what he has a Windows 7 64bit disc, hard drive, memory and power supply linked above, and a Cooler Master 330 case. Games we play together GW2, SWTOR, Planet Side 2, War Z, and WOW on friday nite raid nite.
    Thanks in advance.
I know this matters he uses a HD TV for a monitor it's 800p

Just to get some more info I have a few questions.
1 Overclocking yes or no. (making the processor work at a higher MHz)
2 Plans to get a new monitor with a higher rez in the near future?
3 The parts already bought include in the total price?
4 Mouse and keyboad being used USB or PS2 connector?
5 Can the parts be bought other than best rip off like over the internet?
The PSU is not what I would buy but is decent (does not allow alot of overhead for ageing) and the 1333 memory is ok not 1600 but their not alot of differance FPS wise mabey 3 or 4.
The $500 should be good for a nice system.

$400 or so you could spend a little more on the mother board but no real reason to as Intel is changing the socket with their new CPU's http://pcpartpicker.com/p/CcoQ

Not my first choice on PSUs either but you didn't get ripped off as bad as I would assume when someone buys a PSU from BBY.

This. Get some protection so this doesn't happen again.
