2-5 sec Fear in PvE, 2 sec in PvP...so it's basicly an interrupt at current state.
No big surprise that Bosses are immune to Fear.

Some teasers in that interview, imo more info about Necros in PAX. Hopefully

the few things i found intresting:
"Bone Minions can give you three minions, plus an additional two using traits"
"we haven’t revealed all the necro minions yet!"
"we do have items that act differently at night versus during the day"
"You can have up to nine bleeds on a target and each does some damage per second"
The last one should really interest Warriors.

Does this mean that Necro has 9 different bleeds or is it maximum of DoT effects you and your friends can place on single target? If Necro is going to be pure bleeder/dotter, you need some serious crowd control skills to keep foes away from you while bleeds kill the target.

I played Warlock in WoW and while DoTing+Fearing seemed interesting at start, it really got boring after a while. I prefer to have some poweful direct damage spells aswell.

bleed stacks 9 times, be it a warrior ranger or necro(i am sure over classes will be included). Necro have more life then some of the other classes and a large array of skills to help in dmg or crowd control, they poison, curse, and several over effects that are available to them depending on their weapon sets. In GW1 an MM was both Crowd control and DoT and GW2 it looks kind of the same with bits of twists like the fact you dont have to be an MM. Now keep in mind several of there skills Sac Hp and i believe more will be coming.

One high dmg combo would be; Weapon Set 1: Dagger/Dagger Weapon Set 2:Axe/Warhorn
With Traits:Superior Intelligence, Blood Scribe, Malevolence, Improved Rending Claws, Axe Expertise, Skull Splitter, Life Blood, Poisoning Doom, and what ever else that you would want
Skills for this example are just the weapon based skills and the elite Plague
Start with WS1 drop Mark of Blood and activate it, then switch to WS2, use Plague(multiple conditions) attack enemy then use Wail of Doom(daze and poisoned), Rendering Claws(bleeding and possible vulnerability), then Unholy Feast
That's a lot of Dot and finished up with a lot of Dmg
