I'm having the same problem. Has anyone found a solution?

Definitely sounds like an issue with your graphics card. 5450 isn't all that great... you may want to invest a bit of money into a better one...

Well I have the ATI Mobility Radeon HD 6370. And my computer is a laptop with Windows 7, 64 bit. With a Triple-Core Processor 2.00 GHz. I actually played Guild Wars on this computer and its a good computer, you can play minecraft, Assassin's Creed Brotherhood, Battlefield 3 all on the same computer and it'll still run good. But for some reason this graphic issue keeps happening.

    Unhappy

I have a very similar problem to this. Except once I log in, it clears. The character models are also really blurry. It also does this to me in game.
The game mechanics (fighting, waypoints etc) still function perfectly well.
Also, underneath all these random coloured things in the way, the original textures remain, but are blurry

Mr Nickel, what graphics card do you have, and what driver version are you running it with?

My Graphics card is a ATI Mobility Radeon HD 4600 Series, and as I said, was working perfectly up until a few days ago. And the version is 8.611.0.0

8.611? That's quite old. I would definitely recommend upgrading to the latest drivers. I know there were some GW2 related fixes made... they might just solve your issue.
